The requirements for teaching English abroad are varied. There are some jobs that require an English certificate before you can teach, yet there are some that would require none. In theory, you only need to speak the English language and you can already teach it to somebody. However, if you are in a foreign country, it would no doubt be easier if you know their language, and culture as well. You will also reap some benefits in teaching a group of mixed students coming from international countries if you know a foreign language or two.
Also, you do not need to speak English as a native language to be able to teach it. As long as you have excellent command of written and oral English, then that would be enough.
